Many of the elements of this program are open-source with a universal license. Items such as virtual patient cases, textbooks, videos, images, and audiofiles are open source. Using open source items helps to keep the cost of the program low and avoids any problems that might arise with individual licensing.

Affiliations
The Clinical Officer Training Program does form affiliations with governmental, non-governmental, and educational organizations. However, the country-specific program is primarily owned by the the country for which it was designed.

The training programs are developed with a focus on the top 100 diseases in the country. Because the programs are community-based and relies on existing infrastucture, the costs of the program are much less than traditional, centralized training programs.

Virtual patients present the “problems” in Problem-Based Learing (PBL). Each “patient” case will entail learning material that is relevent to understanding the pathophysiology of clinical diseases and developing a differential diagnosis and treatment plan. The computer hard drive contains a medical library with textbooks, images, videos, and audiofiles.
